To construct the maintain a 400 km portion of the Tibbitt to Contwoyto Winter Road (TCWR) that services the spur roads to projects beyond the extent of the normal Joint Venture Management Committee (JVMC) winter road servicing: i.e., from Ekati to the Nunavut border.
