Eiffage Canada (Eiffage) has been contracted by the Government of Northwest Territories - Department of Infrastructure to rehabilitate the Hay River to Pinc Point Bridge (the Project), located at !QvI 2.2 on the Fort Smith Highway (No. 5), approximately 5 kilometers (km) south of the community of Hay River, Northwest Territories. The Project includes removal and disposal of the existing bridge superstructure; partial demolition and reconstruction of the substructure (e.g., highway bridge pier and abutment portions); fabrication, supply and erection of a new steel highway superstructure; and roadway approach work.
To complete the reconstruction of the piers, Eiffage is proposing to construct an ice bridge to provide a le,rcl work space and tra,•el corridor across the Hay River for the equipment (e.g., cranes, support vehicles) as well as temporary crane pads to facilitate the rehabilitation work and reduce the amount of work within the watercourse. It is our understanding that according to the requirements of the Waters Regulations, Schedule D, Item l(b)(GNWT 2014), a Water Licence is not required for the construction of the ice bridge as Eiffage will be withdrawing less than 100 cubic metres of water from the Hay River. However, Eiffage is required to construct temporary crane pads (which will be designed using construction bags filled with granular material) will occur below the high-water mark, which according to Schedule H, Item 3, is considered 'waste material' that will be deposited. As such, Eiffage is required to submit a Water Licence application to the l\fackenzie Valley Land and Water Board (lvIVL\VB).
